Programme objectives

The two objectives of the program were to improve the conditions of social inclusion of present and future generations, and to break the intergenerational transmission of poverty.

Successor of the "Jefas y Jefes de Hogar Desocupados" (2002-2005) programme and reformulation of the "human development income" (IDH) component of the "Atención a Grupos Vulnerables" programme (PAGV) (1996).
Conditionalities (if any)
Ingreso no remunerativo (Unearned compensation): The modality of conditionalities control implemented in the first phase of of the programme (2005-2008), was replaced by the monitoring the educational, health and social risks (for intervention and follow-up), the cross-checkinging of interstate information about the households and the commitment of the recipients to update family data and participate in prevention and promotion activities.

Targeting and eligiblity

Eligibility criteria
i) Children under 19 years old; ii) Persons with disabilities; iii) Pregnant women; For the young female beneficiaries from the program PAGV-IDH, the transfer starts from the first dependent child, and for families beneficiaries from the PJJHD programme, the transfer starts from the second dependent child.
