Since 2007, the programme is part of the National Strategy "Crecer", whose objective is the fight against poverty and child malnutrition, coordinating social programmes on the basis of three pillars: restitution of fundamental rights, promotion of productive development and social safety net.

Target groups
Citizens over the age of 18 who are unemployed, underemployed, at risk of unemployment or workers experiencing a decline in income.
Eligibility criteria
i) Training for labour insertion: Programme participants over 30 years old;
ii) Certification of Competences: Programme participants over 18 years old.

Type of benefits
i) Training for labour insertion: offers courses according to the labour market demand. The objective of the training is to develop and strengthen the labour skills of the participants in order to improve their employability and facilitate their access to the labour market;
ii) Certification of Competences: It is the public, formal, temporary and documented recognition of the labour competencies (skills) demonstrated by a person, according to his/her competencies linked to an occupational profile;
iii) Orientation, Training and Technical Assistance for Entrepreneurs: provides the "Guidance, Training and Technical Assistance for Entrepreneurs" service, aimed at people who want to conduct their own business or strengthen their initial ventures.
