Transformation of social transfer programmes in Nigeria – a political settlement explanation
The Nigeria National Social Protection Policy was formally launched at an event in Abuja, Nigeria in January 2019. As a latecomer to the social protection scene, expectations are high as to the sustainability of social protection programmes in Nigeria given previous experience. This paper examines how the politics of social protection evolved in Nigeria through the lens of a political settlement analytical framework. It is an attempt to situate the process leading to the adoption of a national social safety net project as a bargaing process between the elites and the stakeholders representing critical segments of the society.
